What La Habra Homeowners Should Know Before a Reroof
La Habra issues re-roof permits through the Building & Safety Division of Community and Economic Development at 110 East La Habra Boulevard. Applications go in through the City’s online Customer Self Service Portal or by email as a single PDF, with a completeness review of one to three business days. Walk-ins are taken Monday through Thursday mornings.
The City’s re-roof handout spells out the inspections. On a roof pitched 2:12 or steeper, the inspector sees the sheathing, may come back during the felt and eave-metal stage, and makes a final visit. Low-slope roofs get a sheathing and a final inspection, plus a Title 24 energy form. New roofing cannot be applied before the first inspection, cannot go over an existing shake roof, and tile is limited to roofs of 3:12 or steeper. Tile heavier than six pounds per square foot needs engineered details. La Habra’s 2025 building code adoption, Ordinance CC 2025-12, amends Table 1505.1 to require at least a Class B roof covering on any re-roof that replaces more than half the roof. Under Municipal Code Section 9.32.070(E), construction noise is limited to 7:00 a.m. to 8:00 p.m. Monday through Saturday, with no work on Sundays or federal holidays.
