What Temecula Homeowners Should Know Before a Reroof

Temecula amended the state roof covering rules rather than adopting them as written. Under Temecula Municipal Code Section 15.04.020, California Building Code Section 1505.1 is rewritten so that a roof covering or roofing assembly on any structure inside the Historical District Overlay, the area known as the Old Town Temecula Historical Preservation District, cannot be less than a Class C roofing assembly. Ordinance 2025-14 brought the 2025 code editions in with that amendment. There is a second step that catches owners out: Building & Safety asks you to take a change of roof color or roof design to Planning before the permit application is submitted, and the Cool Roof Rating Council number for the product goes in with the application.
Temecula built out later than the cities to the north. Census figures for 2020 to 2024 give a median year built of 1998, with 73.1 percent of its 37,813 housing units built in 1990 or later and 30.7 percent of them going up during the 1990s alone. Only 7.0 percent predate 1980.
