What Tustin Homeowners Should Know Before a Reroof

Tustin issues re-roof permits through the Building Division of the Community Development Department at City Hall, 300 Centennial Way. Permits are usually issued over the counter. If your house is in an HOA, the City wants the HOA approval with the application. If it is in the Cultural Resources Overlay District around Old Town, you also need a Certificate of Appropriateness from the Director of Community Development before the permit is issued.

The City’s reroofing handout sets out the requirements. There are two inspections, a pre-roof inspection before underlayment goes on and a final, each requested with 24 hours’ notice. Engineering calculations or framing plans are required when the new roofing adds seven or more pounds per square foot, and a residential re-cover over existing material that adds more than four pounds per square foot needs structural drawings. Since Ordinance No. 1503, Tustin has amended Building Code Table 1505.1 so that every construction type needs at least a Class B roof covering. Construction is not allowed before 7:00 a.m. or after 6:00 p.m. on weekdays, before 9:00 a.m. or after 5:00 p.m. on Saturdays, or at all on Sundays and City holidays under Tustin City Code Section 4616.

Tustin has a younger housing stock than its neighbors to the west. Census figures for 2020 to 2024 give a median year built of 1983 across 28,482 housing units, with 21.1 percent built in the 1960s, 20.4 percent in the 1990s, and 21.1 percent built since 2000. Older homes near Old Town are usually due for a tear-off, while newer homes to the north more often need new underlayment under tile that is still in good shape.
