What Mission Viejo Homeowners Should Know Before a Reroof

Mission Viejo issues re-roof permits through the Building Services Division of the Community Development Department at City Hall, 200 Civic Center. Since 2023 the City has taken permit applications and plans online only, through its Client Self Service portal, rather than at the counter. Many neighborhoods also have an HOA with its own roof material and color standards, so that approval is worth getting before the permit application.

Two Mission Viejo rules affect a re-roof. The first is construction waste: the City’s diversion program, adopted in Ordinance No. 04-225, requires 75 percent of construction and demolition debris to be kept out of the landfill. Under Municipal Code Section 6.10.1110, a lift-and-relay of an existing tile roof is exempt from the deposit and falls back to the 65 percent CALGreen minimum. A full tear-off is not, so the scope of the job changes the paperwork. The second is fire: on May 27, 2025 the City Council adopted CAL FIRE’s updated Fire Hazard Severity Zone maps, which added Very High and High zones inside the city. In those zones the Class A roof requirements of Building Code Chapter 7A apply, and the City’s map shows whether your address is affected.

Mission Viejo’s housing came in two waves. Census figures for 2020 to 2024 give a median year built of 1979 across 34,285 housing units, with 39.0 percent built in the 1970s and 24.9 percent in the 1980s. That puts most roofs here at forty to fifty years old, which is about when the original underlayment under concrete tile gives out.
