What Garden Grove Homeowners Should Know Before a Reroof

Garden Grove issues re-roof permits through the Building Services Division of the Community Development Department, with the Building and Safety counter at 11222 Acacia Parkway. The City requires a separate permit for each building on the property. It also inspects twice: a pre-inspection after the tear-off and sheathing repair but before any new roofing goes on, and a final inspection. No new material can be applied until the inspector has signed off in writing.

Garden Grove sets a fire-rating floor across the whole city, not only in fire zones. Its amendment to California Building Code Table 1505.1, codified at Garden Grove Municipal Code Section 18.12.050, requires at least a Class B roof covering for every construction type, and Section 18.12.060 applies that to any roof where more than 50 percent is replaced in a year. The City’s reroofing form also lists when a full tear-off is mandatory: new roofing cannot go over a roof that is water-soaked or deteriorated, over wood shake, slate, clay or asbestos-cement tile, or over a roof that already has two or more layers. Construction is limited to 7:00 a.m. to 7:00 p.m. on weekdays and 9:00 a.m. to 6:00 p.m. on Saturdays, with no work on Sundays or federal holidays, under Section 8.47.060(D). Projects covered by Chapter 18.60 must file a Construction Waste Management Plan online through Green Halo when the permit is applied for, and divert 65 percent of their debris.

Census figures for 2020 to 2024 give a median year built of 1965 across 50,960 housing units, with 35.9 percent built in the 1950s, 21.7 percent in the 1960s and 77.4 percent standing before 1980.
