Orange Municipal Code Section 15.36.030 requires every roof covering, on new and existing buildings, to be a fire-retardant, UL-listed Class A assembly, and it does not allow a new covering to be installed over an existing wood shake or shingle roof. The City replaced its fire hazard zone map in 2025 with Ordinance O-7-25, which adopted CAL FIRE’s Fire Hazard Severity Zones for the eastern hills. If the house is in the Old Towne Historic District, exterior changes including roofing are reviewed under Chapter 17.17 against the Historic Preservation Design Standards for Old Towne, by staff for small changes and by the Design Review Committee for larger ones. Construction noise is allowed from 7:00 a.m. to 8:00 p.m. Monday through Saturday and from 9:00 a.m. to 8:00 p.m. on Sundays and federal holidays under Section 8.24.050(E), and Chapter 8.31 requires covered projects to divert at least 65 percent of their debris.
