What Santa Ana Homeowners Should Know Before a Reroof
Santa Ana issues re-roof permits through the Building Safety Division of the Planning and Building Agency, at the counter on the first floor of the Ross Annex, 20 Civic Center Plaza. The City requires a permit for all re-roofing except repairs that total less than 100 square feet. A like-for-like re-roof on a single-family home or duplex, using the same material, can get a Same-Day Express Permit in person or through the online portal.
The express permit does not apply to every house. Properties on the Santa Ana Register of Historic Properties, contributing properties in a historic district such as Downtown, French Park or Floral Park, and some specially zoned properties are excluded. Those houses need a Certificate of Appropriateness, reviewed against the Secretary of the Interior’s Standards, before the roof can change. The City’s roofing requirements, revised for the 2025 California Building and Energy Codes, call for two inspections: a pre-roofing inspection of the framing, sheathing and number of layers before anything is covered, and a final. Construction is allowed from 7:00 a.m. to 8:00 p.m. Monday through Saturday and not at all on Sundays or federal holidays, and construction and demolition debris must be 65 percent diverted.
Santa Ana has some of the oldest housing in the county. Census figures for 2020 to 2024 give a median year built of 1969 across 83,701 housing units, with 22.7 percent built in the 1970s, 20.8 percent in the 1950s and 73.9 percent standing before 1980. Another 8.2 percent were built in 1939 or earlier, and on those houses a tear-off often uncovers skip sheathing and several old layers.
Every Santa Ana ZIP code from 92701 to 92707 falls in California Building Climate Zone 8 under the Energy Commission’s ZIP code table, and the City’s roofing handout applies the Zone 8 cool-roof requirement. Costa Mesa, just to the south at 92626 and 92627, is Zone 6, so cool-roof values differ across that line.
